NCCA vs SCA on April 05, 2009 at Santa Clara

TOURNAMENT RULES

1.

The Tournament shall be called “The NWR Inter-League Tournament”

2.

The date of the tournament shall be announced by the NWR Board prior and no later than Feb 15.

3.

The 2009 tournament will consist of six teams with one team each from the following 6 Leagues:

  • Bay Area Cricket Alliance (BACA)
  • California Cricket League (CCL)
  • Northern California Cricket Association (NCCA)
  • North West Cricket League (NWCL)
  • Sacramento Cricket Association (SCA)
  • California Cricket Academy (CCA)

4.

Each league must announce a list of 16 players plus coach and manager by March 28, 2009. No further changes will be allowed to the announced 16 except for medical reasons. In such case, proof for such medical reason needs to be furnished to Bhargava Vadapalli, NWR regional secretary via email (bvadapalli@real.com)

5.

The leagues must provide the cell phone numbers of coach, manager and captain to Bhargava Vadapalli, NWR regional secretary via email (bvadapalli@real.com) no later than March 28, 2009.

6.

Tournament Format

  • Round Robin Play in each group. Teams will be spilt in to groups as follows:

Group A: NWCL, BACA and CCL
Group B: NCCA, SCA and CCA

  • Teams finishing first in each group will advance to the final to determine the tournament winner
  • Positions from 3rd to 6th will be decided based on Net Run Rate

7.

Playing Rules

  • ICC ODI Rules

All tournament games will be played in accordance with the ICC ODI Rules except as follows:

  • The new ODI playing conditions (in use since October 01, 2008) will be applicable except for the change of ball in the 35th over.
  • An additional fielder will be allowed outside the fielding circle during the second or third Powerplays.
  • If an ODI innings is reduced, the numbers of overs making up each of the three Powerplays shall be reduced proportionately.
  • If a bowler bowls a foot fault no-ball [when the bowler either oversteps with his front foot or if his back foot cuts or does not land within the return crease], the following delivery will be deemed a no ball
  • Time Restrictions
  • All games will start at 10 AM and include 2 drinks break of 5 minutes each, after the 17th and 34th overs and a lunch break no longer than 30 minutes between innings.
  • The fielding team is required to bowl 50 overs in 3.5 hours (including drinks breaks).
  • Failure to complete 50 overs in the allotted time whether fielding first or second will result in the following penalties:

Team Fielding First:
Six runs will be added to the batting team for each complete over their opponents have not managed to bowl by the prescribed cut-off time - and the remaining overs will have to be delivered too.
Team Fielding Second:
Six runs will be added to the batting team for each complete over their opponents have not managed to bowl by the prescribed cut-off time - and the remaining overs will have to be delivered too until the batting team is all out or they pass the target score.
If the addition of six runs per over takes their opponents past their score   the match will be declared won by the run-chasers.

8.

Delayed or Interrupted Matches Due to Force Majur or Lateness

  • The DUCKWORTH/LEWIS Method will be used in the event of any delayed or interrupted matches due to force majur causing the field to be unplayable field or unsafe.
  • In the case a match is delayed due to a team’s late arrival the team arriving late will be penalized as follows: 6 runs per 5 minutes delayed from the start time eg: First ball bowed at 10:10 AM = 10 min late the opposing team will start the game with 12 runs

Umpire Requirements:

  • All umpires will be assigned by the tournament committee to each match.
  • Umpires will wear a white shirt and black trousers.
  • Umpires will have a timepiece to enforce the time limit per innings
  • Umpires will maintain order on the field of play and refer all incidents to the tournaments disciplinary committee for review.

10.

Responsibility of host league:

  • Arrange for grounds and make sure ground is prepared (Scoreboard, Stumps, Bails, Chalk, Boundary and 30 yard marking) 45 minutes prior to the start of the game.
  • The ground’s specification must fall under latest ODI playing conditions (minimum of 65 yards square boundary and 70 yards straight boundary)
  • Arrange and pay for the lunch for 40 people (30 players, 4 coach and managers, 2 umpires) to be delivered before the lunch break.
  • Submit score sheets to Raj Padhi no later than 9.00 PM at night of completion of the game.
